Shovel ready projects require the approval of congress. We use three branches of government. Maybe you should take the time to learn about things prior to trying to discuss them. For example, just because a president wants to do something, that doesn't mean the other branches will sign off for a variety of reasons. Too many for you to probably gather since you don't even understand how any of this works.

Bond tenders then sold to businesses, pension funds etc and they have a safe 2-8% return. All congress does is back the bonds with "full faith" similar to our dollars that have no hold to back them. Where exactly did I say congress paid for anything? I asked if you know what an appropriation is? The debt has to be approved. It has to be signed off on dude. Again, you don't have any idea of what you are talking about. A president doesn't have a blank checkbook to do whatever he wants with the peoples money. He draws up a budget that must pass. BTW many shovel ready projects were done...and the term shovel ready merely means doing the work that needs to be done anyway. It still requires congressional approval.
