Robert byrd was a country boy from West Virginia. He was trying to get elected. He did something he shouldnt have done but he spent the rest of his life trying to make up for it. He had 19 Black American staffers in his office. Byrd desegregated the Capital police force. He appoints the 1st Black American to the Capital Police force. He appointed the 2nd Black American to the Capital police force. As chairman of the Senate appropriations sub committee of the District Of Columbia he forced the metropolitan Police Force to increase the number of Black American police officers.
Before affirmative action, he foresaw the problems of Black communities in DC and its police force. He determined the population of DC was 61% black American and the police force is only 20% black. He didnt think it was right. He was also for the 1957 Civil Rights Act as well as the 1960 Civil Rights Act. He was opposed to the 1964 Civil Rights Act so many Americans felt he was racist. He filibustered, for 14 hrs. He didnt block legislation, he didnt block any votes. He ended his talk 20 minutes before the vote. Some people assumed the filibuster was a racist rant. It was actually a lawyer's brief. There was not one racist word in the filibuster. Byrd was opposed to certain provisions that he felt was unconstitutional.
