Covid vaccine Florida what the heck is going on?

With limited supply and limited communication what is going on in Florida with this vaccine? To date the website shows 444,000 vaccines administered first dose and we know they need to hold supply for 2nd dose which should have started already. Here is my problem. In my condominium building on the beach I have people from all over the world that own here. Many foreign owners are not citizens of America such as Canadians, Mexico, Russians, etc....They are getting the vaccine right here in Florida. I received a call from the son of 1 of my Owners from Mexico. He wanted me to find him a rental because " he is bringing his mom from Mexico City next week and she is getting / scheduled to get the vaccine in Ft. Meyers." Why? Don't you think Floridian citizens should be prioritized? I have Canadians in my building who have received the vaccine already. Why?

As an owner if multiple assisted living facilities, the Florida process for the vaccine is not perfect and for our delays, I can place the majority of that on our contract vendor, CVS. However if you want to bash our Governor, I will say I am relieved that our properties are in the southeast and not in NY.
