Texas vs. OU game had the same exact hit as the Carter hit from last night and no penalty, not even looked at by refs. The commentators talked about, but the rules guy said that is not targeting since the defender attempted to turn, and the WR lowered his head and made contact. The only difference is Carter hit was much harder but almost exactly the same hit.
