Our government is based on Federalism, its supposed to be up to the individual states to write election law, elections are not supposed to be nationalized.
Unless it deals with matters of national concern - like the civil rights act for example. There are more than a few precedents where states don't get to tell Uncle Sam they are going to behave unconstitutionally.
