Yes it is because libs gonna lib.Went to a regular gas station in LA. The link HJ posted appears to somewhere out in the mountains where gas is normally expensive due to transport costs. Also worth noting that gas in Cali is usually more expensive than in other states.

We have 5 refineries within about a 30 mile drive from my home in the Salt Lake valley yet our gas prices are higher than in FL and that is with lower octane levels than what they sell in FL. No rhyme or reason for the prices here being so high especially since we also produce a bit of oil here.It has nothing to do with that.
