Ramifications would have been too severe and Republicans would have been blamed. The U.S. has never defaulted on its debt before.
They could have done it through a process called reconciliation, which they wanted to avoid and use only as a last resort because of how long and convoluted the process could be.

If Manchin has low approval ratings ( depending on the poll) it is likely due to his party affiliation. Any Democratic politician is associated with the low approval ratings of this administration. That's why Democrats are distancing themselves from Biden/Harris. They are both an Albatross to the Democratic Party.

If more were like these 2 then this country would get reasonable and sound legislation passed. It would be political suicide if Manchin would vote to strip West Virginia of fossil fuel subsidies or weaken the coal industry. He represents West Virginia not you, not DC, not NY or California.
In addition they are also showing strong understanding that we can not keep spending like this or it's over.

Manchin likes his job, and likes the money democrats poor into his campaigns. He has been able to thread the needle by continuing to carry the "D" but have West Virginia's view him as representing their state's interests. He knows he is at a crossroad. West Virginians will support Roads and Bridges, but do not want top pay for the NY, Cal, Ill Liberal wish list. They support cops and the military, not BLM and surrender to the Taliban. Manchin knows if he caves to Shumer, Pelosi, Biden and AOC he will not be re elected in 2024 to the Senate. So put all the DNC political talking points in the toilet, the issue is whether Joe Manchin has the balls to represent the wishes of the State of West Virginia or whether he caves, takes the cash and screws his constituents on the way out to a job at CNN?
HIs decision is a far greater threat to the future of the US than some goofball in a silly Viking hat ever was.
