Again I am very skeptical about getting a waiver based on coaching changes. Lawyer indicates that not just Meyer leaving but the new offensive coordinator(s) from his freshman year to sophomore year in addition to HC change.

If they grant Martell a waiver on these grounds (obviously as a Miami fan would love it) then they ought to just get rid of the rule that states you have to finish a full year of residence at your new school before you are eligible to play (the sit year).
