A virus sending weak-kneed adults scurrying under their beds like toddlers, crushing small businesses in the process. The death rate is still less than 1/2 % and the average age of death is still greater than the average life expectancy. Your premise is based on the HIPPA Security Rule which was not even in effect for the time period you're referencing. Also, the Privacy Rule does not prohibit any person, an individual or an entity such as a business from asking whether an individual has received a particular vaccine, including Covid-19 vaccines.

I answered that all of society is affected by vaccines. You asked if my teachers had to show proof of vaccination to work. I answered that I didn't know, that was over 60 yrs, ago. I've been retired for years but I've already listed several States which now require proof of vaccination to work. Over 60 yrs.ago I was in elementary school and too young to work but I had to show proof of vaccination to enter classrooms. There are precedents for large-scale vaccination in U.S. law. In 1901, a deadly smallpox outbreak in New England prompted local governments to order vaccinations for everyone. some objected and took it to the Supreme Court. The Court ruled that the government may impose vaccine requirements during pandemics to protect the safety of the general public.
