The police had every right to arrest her and charge her with breaking and entering. But the last I checked, Deadly Force was not within protocol for breaking and entering of an unarmed person.

Need to check your facts. VP Pence was in the hallway of an office in the building and he was being protected by Secret Service Agents. It was reported that a Secret Service Agent shot the woman as their rules of engagement are pretty clear when there is a threat against the VP.
