Not listed in your laundry list of window dressing is the fact that Trump tried to block or slow walk all of his Russia sanctions until he was forced by Congress to proceed. So in the end, he did not want to do any of the items listed until he was forced by others to take action. Without Congress to force his hand, he would've done nothing.
