Whether he is worthy of playing or nor Willis has legal rights beyond what the NCAA does in his application to play immediately and he seems to have met all criteria to play immediately as he was dismissed against his will from Florida and he is in good academic standings. If the NCAA disagrees a quick lawsuit based on the NCAA's monopoly (self admitted and so ruled by the U.S. Supreme Court) will gain him court approval to play and the NCAA possibly doesn't want to go down that road again where the court reminds them they are a MONOPOLY..
