He doesn't really have a second in command so there's no Executive Officer or XO. Kevin Steele is the Department head of the defense or a Commander/Lt Colonel and the position coaches are division officers or Lieutenants and the defensive players are all enlisted personnel. The same thing goes for Josh Gattis on the offensive side of the ball. Captains in the Navy and full bird Colonels in the Army, Marine Corps and Air Force are senior officers while you have senior to junior enlisted people way under them
