Repugs have no choice. They are forced to follow in the footsteps of #45. McConnell refuses to negotiate with democrats on opening up the govt. They have caved in to #45, who is running roughshod over the GOP caucus.
They feel powerless under #45 so they pick a fight with NY congresswoman Alexandria Ocasio-Cortez, trying to find some kind of leverage. So Petty!

No reason for then POTUS Obama to get repugs re-elected. Why should he when they underfunded his request for Benghazi by $128M? To this day they are still trying to dismantle, repeal the AHCA. Paul Ryan withheld $26B from it.
