Talent or Coaching?

We have had 20 4 star recruits in the past 2 classes. We now have a phenomenal coaching staff. If those 4 star recruits don't start this year, is it poor coaching up or lazy recruiting. Out of 20 4 stars there should be many outstanding players, IF those players are truly 4 star worthy.
