Did we suddenly have a baby boom where infants requiring formula increased 400%

Per the news "Tampon shortages appear to stem from supply constraints around key materials such as cotton and plastic, which are also used in personal protective equipment and have been in high demand from the start of the pandemic" what personal protective equipment are they talking about? It's June 2022, not June 2020. how and why are they making more protective gear now that wasn't being made in the first year of the pandemic? Did women not get periods during the lockdown and the last few years that needed tampons to be made? Did the woman population increase by 400% so now there's not enough tampon's to go around
