His position remains that he feels mask should be worn nationally. Whether the thinks its a Federalist issue left to the states or something a President can declare is the issue. That's not a flip flop, its an evaluation of a legal action or not. If he starts saying masks don't need to be worn or shows ambivalence, then its a flip flop (see Hyde Amendment).
