Essentially, there are no rules at this time. Unless the player has already transferred once, he is not bound to the school because he does not have to sit out a year. Wong is a perfect example. He is not bound to the school and can transfer if he wishes for a "better deal." Right now, Miami appears to be among the most generous, so I don't know where the better deal comes from.
The Power 5 cannot get together and make rules that would infringe upon a player's rights. That would be collusion. The only way to come up with rules to preserve some order to the system would be collective bargaining. That would require the players to unionize.
This is going to be a giant clusterf@#K. Fortunately, Miami seems to be coming out ahead for now.
So, we shouldn't get worked up over these things and just let it play out imo.
