In States where abortion reverted back to pre- Roe v wade Attorney Generals have already filed lawsuits in their STATE COURTS to halt any ban on abortions within their State.
This is step 1
Step 2 will be the people of those States voting and passing Abortion laws within those States.
Step 3 will be voting in Representatives who they feel will put a reasonable Abortion Law on the books within that State.
This is how it will play out in almost every state but NOT ALL. Some States might not want that.
The majority will end up with Abortion Laws with reasonable regulations.
Red States will be more restrictive
Blue states more wide open.

Worth noting that a State like Wisconsin NEVER thought to change their own State Constitution to accomadate abortion within their Right to Privacy section.
That's on their State Legislature.
Florida did with the 23rd Amendment to our State Constitution.
