Don't say a vaccine, that comes at the end of a disease . What was the key to defeating it during the pandemic. I have my answer i will chime in later, this really was simple but it would have required a decision from the top that was never made....................GO

A national strategy involving a total lockdown, masks, social distancing (which is much easier during a lockdown). Pretty much what the Chinese did, which allowed them to permanently reopen and get back to normal life. Some states reopening early back in June of 20, only ended up causing the reductions in spread to gradually reverse. Ultimately, it all starts at the top with the policies the President directs, and when you have a guy who doesn't take it seriously, then you will get a lot more deaths than if you have proper leadership who takes a pandemic seriously from the beginning.
