You are correct, but there are other ways a Mayor can influence a bad DA. Daily public statements, asking for a recall election, cut departmental funding, relocate the DA's office to the worst neighborhood and don't pay for security etc. Adams will shrug his shoulders, whine about how tough he has it and do nothing. Kinda of the Manny Diaz approach to being a Mayor. Oh wait, Manny was trained by a useless Mayor,
