What conditions must be present for the government to reverse mandates such as vaccine requirements?

Are any of these government controls durable?

Which is more important, frequency, or severity? This virus appears to be changing into a more transmissible, less severe virus. How will government officials weigh the two?

Is it raw number of cases? Total fatalities? Total Hospitalizations? Deaths per population size? Deaths per infection? What?

The virus most likely will never completely disappear, so where is the threshold for it be considered just another “normal” risk of life?
