I'm not following your login on "trickle down economics". Lower tax rates allow people with cash flow to invest, spend, etc, causing increased flow of cash to the people "down" the line; you said if things get tight, rich people hold onto cash; but if it IS tight, the cause according to the theory, is not because of lower taxes, but because of higher taxes, which is not the trickle down theory
